Meet the program directors, faculty instructors and staff for the Community Hospital South Osteopathic Family Medicine Residency program.
Rachel Shockley, DO
Program Director
Dr. Shockley was named program director of the Community South Osteopathic Family Medicine in January 2018. Formerly, she served as residency faculty for the Community Hospital East Family Medicine Residency Program from 2006-2017.
Dr. Shockley was born and raised near Brazil, Indiana. She received her undergraduate degree in chemistry from DePauw University in Greencastle, Indiana. She received her medical education from A.T. Still University Kirksville College of Osteopathic Medicine in Kirksville, Missouri. She completed her family medicine residency at the Community Hospital East Family Medicine Residency in Indianapolis, Indiana. She completed a faculty development fellowship in family medicine at the University of North Carolina in Chapel Hill and a program director fellowship through the National Institute for Program Director Development.
Dr. Shockley's clinical interests include inpatient adult medicine, women's health, and pediatrics.
Dr. Shockley and her family reside in the Indianapolis area. Her hobbies include gardening, traveling, reading, and cooking.
Holly Wheeler, DO
Associate Director
Dr. Wheeler grew up in the small town of Eminence, Indiana. She graduated from Indiana State University with a BA in English and MS in Life Sciences. She received her medical degree from Lake Erie College of Osteopathic Medicine in Erie, PA. Dr. Wheeler graduated from Community East Family Medicine Residency in 2014 where she was chief resident then continued there as faculty. She joined CSOFM as Associate Director in 2020. She completed a faculty development fellowship at the University of North Carolina in 2017.
Dr. Wheeler’s educational interests include specialized education plans, curriculum development, coaching/mentoring, and innovative teaching techniques along with teaching at local medical schools. She clinically enjoys inpatient, outpatient, community education, geriatrics, pediatrics, newborn care, lactation, women’s health and group patient visits, all of which allows her to get deeply involved in her patient’s care and education.
Dr. Wheeler spends time outside of work with her husband, two children, dog and her chickens. Her current hobbies include driving her kids to various activities, attempting to garden, doing organizational projects, reading as much fiction as possible, and baking goodies.
Benjamin Abratigue, DO
Assistant Director
Dr. Abratigue grew up in Indianapolis, Indiana. He attended Wabash College where he graduated with a BA in Biology. Following his time in Crawfordsville, Dr. Abratigue attended IUPUI where he earned a MS in Biology. His educational journey then took him to the metropolis of Des Moines, Iowa where he attended Des Moines University. He earned his Doctor of Osteopathic Medicine degree in 2012. While away, Dr. Abratigue often dreamt about the moonlight on the Wabash, so he returned to his Indiana home after graduation. He continued his medical training at the Community East Family Medicine Residency and graduated in 2015.
During his residency training, Dr. Abratigue particularly enjoyed taking care of acutely ill patients, so he pursued a fellowship in hospital medicine at Community Hospital South. Upon completion of his fellowship, Dr. Abratigue chose to stay at Community South. He has been involved with the mentorship program at Marian University and with medical education at Community South since 2016. He started as adjunct faculty and became full-time inpatient faculty for the Community South Osteopathic Family Medicine Residency in July 2022.
Dr. Abratigue’s educational/clinical interests revolve around acute disease and symptom management. He enjoys employing a multidisciplinary approach, including help from social workers, other physicians, nursing and therapists to tackle the multifaceted problems patients face.
Dr. Abratigue spends his free time with his wife, daughter, extended family, and friends. He loves a good brunch, catching up with family/friends and cheering for the Colts. He also enjoys light calisthenics, a stroll with his girls on a sunny day.
Eugene Justus, DO
Assistant Director
Dr. Justus is originally from Fort Wayne, Indiana. He attended Indiana University as an undergraduate studying microbiology. He received his medical degree from Des Moines University College of Osteopathic Medicine. He did a traditional rotating osteopathic internship at Westview Hospital in Indianapolis and afterward completed his family medicine residency at Offutt Air Force Base in Nebraska. He was stationed at Osan AFB, Korea and Shaw AFB, South Carolina. He returned to Indianapolis in private practice for nine years. He was the first program director for the Westview Hospital Osteopathic Family Medicine Residency (now Community South Osteopathic Family Medicine Residency). He served in various roles in medical education at Westview Hospital as well as being a faculty member since 1996. He has a special interest in treating individuals with autism spectrum disorder using an integrative medical approach.
He is married and has a son. He enjoys swimming, gardening and spending time with his family.
Jacklyn Kiefer, DO
Assistant Director
Dr. Kiefer is board certified in family medicine and primary care sports medicine. She is originally from Brazil, Indiana. Dr. Kiefer attended the University of Notre Dame in South Bend, Indiana for her BA and University of New England College of Osteopathic Medicine for her DO degree. She completed her family medicine residency at St. Joseph’s Regional Medical Center in South Bend and a primary care sports medicine fellowship at ProMedica Toledo Hospital in Toledo, Ohio. Dr. Kiefer stayed on as residency and fellowship faculty in Toledo where she also served as team physician for the University of Toledo (NCAA Division 1) for nine years. She joined Community Health Network in 2018.
She enjoys all things sports medicine, including regular use of musculoskeletal ultrasound for diagnostics and injections, as well as osteopathic manipulative treatment and sports concussion care. Dr. Kiefer serves is co-head team physician for the University of Indianapolis, head team physician for Warren Central High School, and as the Medical Director for the CHNw Sports Medicine Department interacts with all our contracted teams – professional, collegiate and high school. Dr. Kiefer oversees the Sports Medicine Track for the residents of Community Health Network as well as mentors and coaches residents who are interested in applying to sports medicine fellowship to optimize their application – we have an excellent track record for our residents matching in their program of choice. Dr. Kiefer also is proud to sit on the Osteopathic Recognition Committee for a six-year term from 2020-2026 and as an Executive Committee Member for 2025-2026.
Dr. Kiefer lives in downtown Indianapolis. She is excited to have returned to the Hoosier state and to live closer to her family. Her passions include international travel, SCUBA diving, fitness, reading fiction, watching the Pacers and the Fever, and Notre Dame athletics.
Ian Scharrer, MD
Assistant Director
Dr. Scharrer hails from Columbia, South Carolina. He attended the South Carolina Honors College at the University of South Carolina where he graduated with a BS in Chemistry and a minor in Medical Humanities. Dr. Scharrer then went on to attend the University of South Carolina School of Medicine, where he graduated with a Doctor of Medicine in 2006. Dr. Scharrer traveled to Lexington, Kentucky, where he completed a Residency in Internal Medicine in 2009. Following graduation, he joined the Faculty in the Department of Internal Medicine at UK, where he taught Medical Students and Residents from 2009 to 2012.
In the Fall of 2012, Dr. Scharrer moved to Indianapolis, Indiana where he became a Hospitalist at Community Hospital South. During that time period, an opportunity came up to work with the Residency. Dr. Scharrer enjoyed his time working with the Residency as adjunct faculty, so in July 2022 he joined the program as full-time inpatient faculty for the Community South Osteopathic Family Medicine Residency.
In his free time, Dr. Scharrer is an amateur “foodie” and likes to dabble in the kitchen, trying out new recipes. He likes to refer to it as “experimenting” because all cooking is chemistry after all.
Kylie Ranard, DO
Assistant Director
Dr. Ranard grew up in West Lafayette, IN, and earned her BA in Kinesiology and Integrative Physiology from Hanover College. She went on to receive her medical degree from Wood College of Osteopathic Medicine at Marian University in Indianapolis. In 2025, she completed her residency at Community South Osteopathic Family Medicine, where she served as chief resident for two years. After graduation, she joined the program as Assistant Director. She is currently working toward completing the Residency Faculty Fundamental Certificate through the Society of Teachers of Family Medicine by Summer 2026.
Passionate about teaching, Dr. Ranard enjoys mentoring residents and medical students both in the classroom and the clinic. She values family medicine for its broad scope: caring for patients of all ages, managing both chronic and acute conditions, and incorporating Osteopathic Manipulative Medicine as part of comprehensive treatment plans.
Outside of medicine, Dr. Ranard enjoys spending time with her husband, young daughter, and dog in Franklin, IN.
Brittany Simpson, DO
Assistant Director
Dr. Brittany Simpson is a board-certified family medicine physician. She completed medical school at Ohio University Heritage College of Osteopathic Medicine in Athens, Ohio and residency at Adena Health System in Chillicothe, Ohio. To further her education in teaching medicine, she completed a fellowship in faculty development at the University of North Carolina.
Her clinical interests include pediatrics and osteopathic manipulative treatment with a special interest in treating headaches and sacral pain. Her passion to go into medicine started in junior high with a desire to become an orphanage missionary doctor which has morphed into a passion for caring for those in the foster care system.
Outside of work, she enjoys running, hiking, and DIY crafting projects. She also enjoys spending time with her husband, family, friends, and church family.
Anne Packard, PharmD, BCACP
Clinical Faculty
Dr. Anne Packard, originally from Holland, Michigan received her doctorate of pharmacy degree from Purdue University. Dr. Packard completed a PGY-1 Pharmacy Practice residency with Corewell (Spectrum Health) in Grand Rapids, Michigan and completed a PGY-2 Ambulatory Care residency with Kaiser Permanente in Denver, Colorado. She has a collaborative drug practice agreement at the residency clinic, which allows her to assist the medical residents and faculty in managing their patients with chronic disease states. She also provides education and support to the office, medical residents, pharmacy residents as well as to pharmacy students. She has a special interest in osteoporosis and diabetes.
In her free time, Anne enjoys spending time with family and friends, playing tennis, skiing, going to the beach, and traveling.
Tina Burch, RN
Practice Manager
Tina graduated from Indiana University with her Bachelor of Science in Nursing and has worked for Community Heath Network since 1985. She has spent most of her career in Graduate Medical Education, first at Community East Family Medicine Residency and most recently at Community South Osteopathic Family Medicine since 2018.
Tina is a long time “south sider” in Indianapolis. She enjoys spending time in her many gardens, at local antique mails, and with her family and friends.
