Osteopathic Residency Faculty

Meet the program directors, faculty instructors and staff for the Community Hospital South Osteopathic Family Medicine Residency program.

Rachel Shockley, DO, osteopathic residency directorRachel Shockley, DO
Program Director

Dr. Shockley was named program director of the Community South Osteopathic Family Medicine in January 2018. Formerly, she served as residency faculty for the Community Hospital East Family Medicine Residency Program from 2006-2017.

Dr. Shockley was born and raised near Brazil, Indiana. She received her undergraduate degree in chemistry from DePauw University in Greencastle, Indiana. She received her medical education from A.T. Still University Kirksville College of Osteopathic Medicine in Kirksville, Missouri. She completed her family medicine residency at the Community Hospital East Family Medicine Residency in Indianapolis, Indiana. She completed a faculty development fellowship in family medicine at the University of North Carolina in Chapel Hill and a program director fellowship through the National Institute for Program Director Development.

Dr. Shockley's clinical interests include the full spectrum of primary care, including obstetrics and outpatient care.

Dr. Shockley and her family reside in the Indianapolis area. Her hobbies include gardening, traveling, reading and cooking.

Holly Wheeler, DO, assistant directorHolly Wheeler, DO
Associate Director

Dr. Wheeler grew up in the small town of Eminence, Indiana. She then attended ISU in Terre Haute, IN as part of the Rural Health Program obtaining a BA in English and MS in Life Sciences. She received her medical degree from Lake Erie College of Osteopathic Medicine in Erie, PA. Dr. Wheeler graduated from Community East Family Medicine Residency in 2014 where she was chief resident then continued there as an Assistant Director. She joined CSOFM as Associate Director of Curriculum in 2020. She completed a faculty development fellowship at the University of North Carolina in 2017.

Dr. Wheeler’s educational interests include specialized education plans, curriculum development, coaching/mentoring, and innovative teaching techniques along with teaching at local medical schools. She clinically enjoys inpatient, outpatient, community education, geriatrics, pediatrics, prenatal care, newborn care, lactation, LARC and group patient visits, all of which allows her to get deeply involved in her patient’s care and education.

Dr. Wheeler spends time outside of work with her husband, two children, cats, and dog. Her current hobbies include gardening, watching HGTV, reading as much fiction as possible, and baking goodies.

Ben Abratigue, DOBenjamin Abratigue, DO
Assistant Director

Dr. Abratigue grew up in Indianapolis, Indiana. He attended Wabash College where he graduated with a BA in Biology. Following his time in Crawfordsville, Dr. Abratigue attended IUPUI where he earned a MS in Biology. His educational journey then took him to the metropolis of Des Moines, Iowa where he attended Des Moines University. He earned his Doctor of Osteopathic Medicine degree in 2012. While away, Dr. Abratigue often dreamt about the moonlight on the Wabash so he returned to his Indiana home after graduation. He continued his medical training at the Community East Family Medicine Residency and graduated in 2015.

During his residency training, Dr. Abratigue particularly enjoyed taking care of acutely ill patients so he pursued a fellowship in hospital medicine at Community Hospital South. Upon completion of his fellowship, Dr. Abratigue chose to stay at Community South. He has been involved with the mentorship program at Marian University and with medical education at Community South since 2016. He started as adjunct faculty and became full-time inpatient faculty for the Community South Osteopathic Family Medicine Residency in July 2022.

Dr. Abratigue’s educational/clinical interests revolve around acute disease and symptom management. He enjoys employing a multidisciplinary approach, including help from social workers, other physicians, nursing and therapists to tackle the multifaceted problems patients face.

Dr. Abratigue spends his free time with his wife, daughter, extended family and friends. He loves a good brunch, catching up with family/friends and cheering for the Colts. He also enjoys light calisthenics, which usually is a stroll with his girls on a sunny day.

Eugene Justus, DOEugene Justus, DO
Assistant Director
Medical Director, Family Medicine Practice

Dr. Justus is originally from Fort Wayne, Indiana. He attended Indiana University as an undergraduate studying microbiology. He received his medical degree from Des Moines University College of Osteopathic Medicine. He did a traditional rotating osteopathic internship at Westview Hospital in Indianapolis and afterward completed his family medicine residency at Offutt Air Force Base in Nebraska. He was stationed at Osan AFB, Korea and Shaw AFB, South Carolina. He returned to Indianapolis in private practice for nine years. He was the first program director for the Westview Hospital Osteopathic Family Medicine Residency (now Community South Osteopathic Family Medicine Residency). He served in various roles in medical education at Westview Hospital as well as being a faculty member since 1996. He has a special interest in treating individuals with autism spectrum disorder using an integrative medical approach.

He is married and has a son. He enjoys swimming, gardening and spending time with his family.

Jacklyn Kiefer, DOJacklyn Kiefer, DO
Assistant Director

Dr. Kiefer is trained in family medicine and sports medicine. She is originally from Brazil, Indiana. Dr. Kiefer attended the University of Notre Dame in South Bend, Indiana for her BA and University of New England College of Osteopathic Medicine for her DO degree. She completed her family medicine residency at St. Joseph’s Regional Medical Center in South Bend and a primary care sports medicine fellowship at ProMedica Toledo Hospital in Toledo, Ohio. Dr. Kiefer stayed on as residency and fellowship faculty in Toledo where she also served as team physician for the University of Toledo (NCAA Division 1) for nine years. She joined Community Health Network in 2018.

She enjoys all things sports medicine, including regular use of musculoskeletal ultrasound for diagnostics and injections, as well as osteopathic manipulative treatment and sports concussion care. Dr. Kiefer serves is co-head team physician for the University of Indianapolis, head team physician for Warren Central High School, and assists with Franklin Central and Decatur Central High School. Dr. Kiefer is also the fellowship director for Community Health Network Primary Care Sports Medicine Fellowship and will accept her first fellow in summer 2021.

Dr. Kiefer lives in downtown Indianapolis. She is excited to have returned to the Hoosier state and to live closer to her family. Her passions include international travel, SCUBA diving, fitness, reading fiction and Notre Dame athletics.

Courtney McNeill, DOCourtney McNeill, DO
Assistant Director

Dr. McNeill was born and raised near Lake Michigan in Michigan City, Indiana. She received her undergraduate degree in biology from Hillsdale College in Hillsdale, Michigan. She then attended the University of Pikeville Kentucky College Of Osteopathic Medicine in Pikeville, Kentucky where she earned her doctorate degree. She completed her family medicine residency at Community South Osteopathic Family Medicine Residency where she served as chief resident. Dr. McNeill loved the culture of the program and stayed on after graduation as assistant director.

Dr. McNeill loves to provide care for patients of all ages. She has a special interest in the osteopathic approach to medicine, including osteopathic manipulative treatment. Her passions include mental health, headaches/migraines, and chronic disease management.

Outside of work, Dr. McNeill spends her time with her husband, daughter, and dog. They love to play in the sun, attend sporting events, tour zoos and breweries, and travel to see family in Washington state.

Brittany Simpson, DOBrittany Simpson, DO
Assistant Director

Dr. Brittany Simpson was born in Akron, Ohio. She completed undergraduate study at Baldwin Wallace University, majoring in biology and neuroscience. Her dream was to be a medical missionary and become an orphanage doctor. She realized through a trip to South America that her ability to communicate and connect to patients was stunted by the language and cultural barriers, and so she began looking for other opportunities to serve in a similar setting in the United States. She was accepted to Ohio University Heritage College of Osteopathic Medicine in Athens, Ohio, where she grew to love the rural underserved population, leading her to complete her residency in the small town of Chillicothe, Ohio. She planned to sign on as a faculty member when her now husband swept her out of the small town to the city where she realized that no matter where you are, there are always people who are in need.

Her clinical interests include osteopathic manipulative medicine and pediatrics.

Outside of work, she enjoys running, hiking, playing soccer, DIY crafting projects and ballroom/line dancing. She also enjoys spending time with her husband, family, friends and church family.

Anne Packard, PharmDAnne Packard, PharmD
Clinical Faculty

Dr. Anne Packard, originally from Holland, Michigan received her doctorate of pharmacy degree from Purdue University. Dr. Packard completed a PGY-1 Pharmacy Practice residency with Spectrum Health in Grand Rapids, Michigan and completed a PGY-2 Ambulatory Care residency with Kaiser Permanente in Denver, Colorado. She has a collaborative drug practice agreement at the residency clinic, which allows her to assist the medical residents and faculty in managing their patients with chronic disease states. She also provides education and support to the office and medical residents as well as to pharmacy students. She has a special interest in osteoporosis and diabetes.

In her free time, Anne enjoys spending time with family and friends, running, skiing, going to the beach, and traveling.

Kim Jones, LCSWKim Jones, LCSW
Behavioral Faculty

Kim received her undergraduate degree in psychology and a master's degree in social work from Indiana University. During her graduate program, she completed a practicum at a family medicine residency and chaired the social work team at a student-run interdisciplinary health clinic. Both experiences fueled her passion for healthcare and working in a multidisciplinary team which evolved into a career in medical education. Kim worked in a family medicine residency for several years as a clinical social worker and integrated behavioral consultant before becoming a behavioral health educator in 2017.

Kim enjoys providing consultations and formal education to residents to help navigate difficult patient encounters, to address mental health and behavioral health needs, to support professional development and to promote resident/provider resiliency. Kim has served the board of Indiana's Network for Healthcare Social Workers as education chair, president, and member at large, in addition to hosting master level social work students to support the integration of behavioral health in healthcare settings.

Kim enjoys being creative, going on adventures with her family and seeing live music.

Tina Burch, practice managerTina Burch, RN
Practice Manager

Tina graduated from Indiana University with her bachelor of science in nursing and worked in a clinical setting as a nurse manager on the Neurology/Neurosurgery floor at Community Hospital East. She then worked at the Community East Family Medicine Residency and had several roles in that program, including program administrator. In the summer of 2018, Tina joined the faculty team at Community South Osteopathic Family Medicine as their new practice manager.

Tina is a long time “south sider” in Indianapolis. She enjoys spending time in her many gardens, at local antique mails, and with her family and friends.
